Emergency, 1% of the military expenditures. Aid to tsunami victims under UN's authority

The tragedy and the grief experienced by tsunami victims raised an enormous burst of solidarity. We've got to give, as soon as possible and this is clear for everybody in the world. Well, maybe not exactly everybody if we consider that the humanitarian associations and organizations collected more than the governments did, particularly more than the richest country's government. How vain are profit and power when compared with the victim's pain and destitution! Isn't it now the occasion for all the people in the world to consider that we all are in the same boat?

Prevention and aid worldwide organization

This catastrophe urges us to reflect, we must keep in mind the concept of “human security” and efficacy and democracy should be the main goals of those working on this issue. Only the UN can do this, it's the UN that has to develop a global policy of catastrophes prevention and to coordinate the aids in order to avoid that any “humanitarian concurrence” occurs.

Yet, it must also have effective means to be able to do this.

This year 975 billion dollars (470 of which by the United States) were spent to prepare the wars and to maintain excessive armies. Faced with the tragedy in Asia, we feel we must choose to save lives rather than prepare new massacres.

Last year Bam's catastrophe precedent in Iran should be kept in mind: 1 billion dollars for humanitarian aids announced, 17 received!

A war has been declared in Asia, a war against misery, destitution and despair. We, citizens of this planet will do our best, but the governments must accept their responsibility.

1% of the 2005 military budget must be immediately granted to win this war against horror!

A reduction of 20% in the global military expenditures would be enough to guarantee every people in the world their fundamental rights to nutrition, health, accommodation and education. For a number of the countries who suffered from tsunami, the catastrophe occurs to the core of another catastrophe, certainly less media yet not less murderer, that of the immense misery in Indonesia, India or Sri Lanka. The annual debt for the five countries concerned, that is 32 billion dollars, exceeds itself alone the amount needed for reconstruction. While some debates on its suspension are getting underway, it's its cancellation that has to be decided. The means are there(we've got), such reducing military expenditures, granting 0,7% of the GDP of the richest countries to development, taxing transfer of capitals….

France could set a good example: the immediate freeze of nuclear weapons programs would be enough to free 20 billion euros and this would be such a great sign of solidarity and peace!

At the beginning of this millennium, we should commit ourselves to do all we can to overcome misery and figure out a new culture, a culture of peace, human security, solidarity and prevention of catastrophes and wars
